A TTY or TDD telephone can make and receive calls without the user having to speak or hear. Use the state relay service to interpret a voice, or call a friend with a TTY-- all you have to do is type your conversation and read the response.
A great option for late-deafened individuals is a Voice Carry Over (VCO) telephone. A VCO allows you to read your caller's words but speak your own half of the conversation. Both TTY phones and VCOs can work with a cell phone or with a standard phone line.
